Any video editing software can do this. It's called a crawl. You could also do in in a video editing program by creating a graphics file that has the lext laid out in a line like a crawl. You would then tell it to move across the screen from right to left.
Adobe Premiere, FInal Cut Pro, Pinnacle Studio, etc....any of these I know will handle it. There may be other less professional packages out there as well. All depends on what your budget is.
