Report to show message if no information is available.

Is there a way on a report to have an unbound textbox in the report footer to show if the report comes out with no information (when it gives you the # Error when it does not bring back any information). Or say no permits issued for the period, for the unbound textbox to recognize that and say "No Permits Issued for this Period". I know what it means but other people will call and say there is a problem with the reports.
Any suggestions greatly appreciated.
